A distant, distorted, probable (but not probable enough) Red-throated Loon, also in the rivermouth.
Plenty of Common Loons and a few Horned Grebes in the bay.
Late last week four of us walked along that levee and, of hundreds of ducks present, only three Hooded Mergansers that were very close to the levee spooked.
